    I don’t honestly know what Wizards was thinking when they printed Inquisition at Rare in Conspiracy2.

    I wouldn’t be at all surprised if that failure resulted in their hand being forced here by not only including it at uncommon, but by being in the set in the first place.

      Conspiracy packs are 4 bucks each, same as your average standard pack. They’re allowed to downshift cards for more expensive packs because players will (theoretically) get less of them. Also, Conspiracy is a set about drafting, and a wise man once said, “The less powerful the cards, the more politics comes into play.” Inquisition at uncommon would have totally screwed up the “less powerful” mindset.

      No. It’s not devoid because devoid didn’t exist back in Rise of the Eldrazi. Adding things to already existing cards is not something Wizards would ever do. The only exception was the Grand Creature Type Update, which happened because there were too many creature types in the game. I mean , seriously, Legionnaires? Just do soldiers for crying out loud!
